Victory Unintentional

This, in my personal opinion, is the best short story Asimov ever wrote. It is about some exploratory robots who visit Jupiter, and are set about by the xenophobic Jovians. They are eventually allowed to go after the Jovians have unsuccessfully attempted to declare war on them - the twist in the story that explains this is unthinkable, but you'll kick yourself when it's explained.
